Randy brings over 30 solid years of government contracting, compliance and ethics experience and has served as a Suspending and Debarring Official (SDO) at both the Department of Homeland Security (DHS) and at the U.S. Immigration and Customs Enforcement (ICE). He has served as a corporate monitor on several compliance agreements.
As the SDO at DHS, Randy created and established policies and procedures for the DHS suspension and debarment program and established professional development and certification requirements for DHS suspension and debarment personnel. Randy participated as the DHS representative to the Interagency Suspension and Debarment Committee and served as an instructor at the Federal Law Enforcement Training Center (FLETC) as well as instructing for the Council of Inspectors General for Integrity and Efficiency (CIGIE). He has extensive public speaking experience.
From 2008 through 2014, Randy was significantly involved in the ICE suspension and debarment program, first as Assistant Director of the S&D Division and later as the ICE SDO. From 2007 to 2008, Randy served as a Supervisory Contract Specialist at ICE with experience in both data security and contractor fraud matters. From 2005 to 2007, Randy worked for Bechtel National, first as a Compliance Supervisor in Jordan on the reconstruction of Iraq and later as the Deputy Acquisition Services Manager at Oak Ridge, TN, supporting FEMA reconstruction projects after Hurricane Katrina.
From 2004 through 2005, Randy was the Director of Contracts at PWC Logistics in Kuwait. In that position, he established the government contracting program and oversaw multiple US government contracts valued at many billions of dollars. Prior to this, Randy volunteered in his Air Force Reserve capacity as a contracting officer with Defense Contract Management Agency (DCMA) to deploy to Iraq in 2003, where he managed the multi-billion dollar LOGCAP and AFCAP contracts.
Randy is a Certified Fraud Examiner (CFE), a Certified Compliance and Ethics Professional (CCEP), is FAC-C Level III certified, and holds certifications as FAC Contracting Officer Representative and FAC Program and Project Manager. He held an unlimited Contracting Officer’s Warrant at ICE and with DCMA. He received both his BA and his MA in Economics from the University of Texas.
